Advertising on ChatGPT looks simple from the outside, with a short title, a line of copy, an image and a link shown below a relevant answer. The work that decides whether a first campaign produces anything worth measuring happens before that ad is submitted, and it touches policy, tracking, consent, website access and campaign structure. Most of the work before a first ChatGPT ad falls into four stages, and only one of them involves writing ads. Tracking added after launch can’t recover the conversions it missed, and a landing page that blocks OpenAI’s ad crawler can stop delivery altogether. Both are settled before a campaign exists in the account.
Checking the Category Before Anything Else
The first question is whether OpenAI will accept advertising for your category in the UK at all. OpenAI’s ad policies treat health services and financial services as restricted categories that are largely prohibited outside the United States, and legal services can only be advertised in the US by licensed advertisers. Financial software that doesn’t promote financial products is usually permitted, which is a useful distinction for B2B technology firms.

Account Ownership, Billing and Verification
The advertiser account should belong to your business, not to the agency running it. We ask clients to create the Ads Manager account under their own business details and add our team as a member, so the account and its history stay yours if the arrangement ever ends.
A few decisions made at set up are permanent. OpenAI’s account set up guidance says the country or region, currency and time zone cannot be changed once the account exists, which is why we agree them with your finance team before anything is created.
Billing needs a billing profile and a payment card in place before any campaign can deliver, and OpenAI asks that the card and billing address match the business’s country. Spend is paid directly to OpenAI, and VAT details can be added in the billing settings.
Business verification comes next, and OpenAI’s onboarding guidance says it can take up to seven business days, with ads unable to serve until the account is verified. Building that wait into the plan is far easier than discovering it in the week a campaign was meant to start.
Tracking and Consent Go In First
Conversion tracking is installed before the campaign is built, not after it launches. OpenAI measures conversions through the OpenAI Pixel on your website, the Conversions API sending events from your server, or both, and its conversion measurement documentation explains that the Pixel stores a click reference called oppref in a cookie on your own domain.

The Pixel’s automatic advanced matching hashes customer details from website forms in the browser before sending them, and your privacy notice needs to describe that accurately.
Consent is where UK law adds a step the platform can’t handle for you. The Information Commissioner’s Office confirms that tracking pixels are storage and access technologies, and regulation 6 of the Privacy and Electronic Communications Regulations applies where a pixel stores or accesses information on a visitor’s device.
In our reading of the ICO guidance, the OpenAI Pixel should only load after a visitor has consented to advertising cookies. OpenAI’s own documentation tells advertisers to send conversion data only once the consents required by law are in place.
The ICO’s guidance on how the rules apply to online advertising says consent covers any storage and access technology used for advertising, including measuring campaign effectiveness, and no separate consent is needed for measurement once advertising consent has been given. Letting OpenAI’s Crawlers Reach Your Landing Pages
OpenAI checks every landing page submitted with an ad, and it uses a dedicated crawler called OAI-AdsBot to do it. OpenAI’s crawler documentation says OAI-AdsBot visits only pages submitted as ads, checks them against policy and may use their content to judge when the ad is relevant, and the data it collects isn’t used to train foundation models.

The stakes are higher than a single rejected ad. OpenAI’s advertising terms require landing pages to stay accessible to its web user agents, and delivery can be suspended if a page is blocked, with fees still applying. Building Campaigns Around Context Hints
ChatGPT Ads doesn’t offer keyword targeting, so campaign structure is built around the conversations an ad should appear in. Accounts follow a campaign, ad group and ad hierarchy, and each level carries different decisions.

Context hints are written descriptions of the conversations, topics or phrases an ad group is relevant to. OpenAI’s guidance on writing context hints makes clear that they aren’t exact match keywords, don’t guarantee delivery and can’t enforce geographic limits or exclusions, so country targeting still has to be set at campaign level.
We write context hints from your real search term data and the questions your buyers ask, one set per ad group, and change them one at a time so the effect of each change can be read. Small controlled changes are far easier to judge than a full rewrite.
Creative is then produced to the platform’s limits. OpenAI’s campaign launch guidance allows a title of up to 50 characters and copy of up to 100, with a square PNG or JPG image no larger than 1200 by 1200 pixels, and recommends much shorter text within those maximums. Its advice on creating ads favours many distinct variations and links to specific pages rather than the homepage, and our designer and PPC lead brief each ad group on that basis.
Agreeing a Success Measure Before Spend
The last thing settled before launch is how the test will be judged. OpenAI’s advertiser FAQ notes that no cross advertiser performance benchmarks exist yet, so a fair judgement has to rest on your own numbers rather than an industry average.
OpenAI’s reporting documentation describes last touch attribution with click windows of 7, 14 or 30 days and a view window of 0 or 1 day, and conversions take 24 to 48 hours to appear. Reported totals can include modelled conversions, so our reports show observed and modelled figures separately and cross check them against your own analytics and CRM.
The success measure is agreed in writing during the assessment, alongside the budget in pounds, the read period and the single lead event that counts as a conversion.
