How Much Do ChatGPT Ads Cost? Pricing, Minimum Spend and Budgets
ChatGPT Ads cost is decided by an auction rather than a rate card. OpenAI now publishes enough of its pricing rules for a UK business to plan a sensible test. The entry point has fallen sharply since the closed US pilot at the start of 2026, so trade press figures from that period no longer describe what a new advertiser pays. Priority Pixels provides ChatGPT Ads management for UK B2B advertisers and the questions we hear most often are about price, minimum spend and how big a first test should be.
The short answer is that you choose how you are billed and set a maximum bid and a daily budget. The auction decides the rest. For an introduction to the format itself, our guide to ChatGPT Ads covers how the ads look and who sees them.
What OpenAI Publishes on ChatGPT Ads Pricing
OpenAI bills ChatGPT Ads on three campaign objectives and none of them charges you per conversion. A Views campaign is billed on CPM, a Clicks campaign is billed on CPC and a Conversions campaign is optimised towards your conversion events but billed per valid click or per thousand impressions. The minimum daily budget is £15, or US$25 and €15 in other account currencies, according to the minimum campaign spend table in OpenAI’s campaign setup documentation.
Maximum bids are set at ad group level, either as a max CPM or a max CPC. OpenAI’s overview of how ChatGPT Ads work recommends starting CPC bids at US$3 to US$5 per click and explains that ads are chosen in a second price auction weighted for relevance. Eligible new ad groups default to an automated strategy called Maximize results, which sets bids for you within your budget.
- Views
- Billed on CPM, a price per thousand impressions. It suits reach goals more than lead generation.
- Clicks
- Billed on CPC, so spend only accrues when someone clicks through to your website. You pay for the visit and carry the conversion risk yourself.
- Conversions
- Optimised towards a pixel or Conversions API event and billed as oCPC or oCPM. You are never billed per conversion.
Billing is postpay. Self serve accounts are charged by card when spend reaches a payment threshold or at month end, whichever comes first. OpenAI’s billing and payment guidance gives the example of a threshold rising automatically from US$25 to US$200 and treats a daily budget as a seven day average, so spend can reach twice the daily budget on a single day but no more than seven times it across a Sunday to Saturday week. Ads can keep running for up to 24 hours after a pause and that spend is billable.
How ChatGPT Ads Pricing Has Moved Since the Early Test
The early test was priced for a small group of large brands, not for performance budgets. In January 2026 OpenAI confirmed to Adweek that it was asking select advertisers to commit at least US$200,000 to the beta. Four clients of the search intelligence platform Adthena were approached for US$250,000. Buying in that first phase was CPM only and OpenAI announced CPC bidding alongside its self serve Ads Manager beta in a 5 May 2026 post on new ways to buy.
Reported CPMs from that period need careful handling. The Keyword reported in April 2026 that early CPMs were around US$60 and reportedly fell to as low as US$25 within weeks, but OpenAI has never confirmed the US$60 figure. The same report said the minimum spend had been cut to US$50,000. A June 2026 follow up from The Keyword then reported that the minimum was removed altogether when self serve Ads Manager opened to all US advertisers in May.
| Pricing point | Early US test (reported) | Published by OpenAI now |
|---|---|---|
| Access | Select advertisers invited by OpenAI | Self serve Ads Manager, still labelled beta |
| Minimum spend | US$200,000 commitment, later reported at US$50,000 and then removed | £15 minimum daily budget per campaign |
| Buying models | CPM only | CPM, CPC and conversion objectives billed per click or impression |
| CPM | Around US$60 reported, never confirmed by OpenAI | No average published |
| CPC | Not available | US$3 to US$5 recommended starting bid |
The comparison explains why older articles quoting large upfront minimums give the wrong impression of what a test costs now. OpenAI still has not published an average UK CPM or CPC and The Keyword noted at the UK launch in June 2026 that UK CPM pricing had not been released. Any average UK figure you see quoted comes from a third party rather than from OpenAI.
What Drives the Price You Pay
The price you pay comes out of the auction, so your bid is a ceiling rather than the amount charged. OpenAI’s explanation of how ads are selected says the system weighs the context of the current conversation, your landing page, title and copy, your context hints and your targeting. In an auction weighted for relevance, a closely matched ad should need less bid to win than a loosely matched one.
Creative quality feeds straight into that. OpenAI’s ad creation guidance advises writing many distinct title and copy variations and linking to specific pages rather than a homepage. Four factors shape most of the cost you will see.
Context hints
Hints describe the conversations an ad belongs in. They are not exact match keywords and they do not guarantee delivery.
Targeting breadth
Country, regional and platform settings narrow where an ad can serve. Tighter settings leave fewer auctions to win.
Ad relevance
Title, copy and landing page all feed ad selection. A specific page that matches the hint gives the system more to work with.
Bidding model
CPM, CPC and conversion objectives carry different risk. The right one follows from what the test is meant to prove.
Competition is the factor you control least. In its announcement on expanding access on 31 August 2026, OpenAI said ChatGPT Ads had reached a US$1 billion annualised revenue run rate with tens of thousands of advertisers. More advertisers competing for the same conversations should push clearing prices up over time, which is another reason early test figures are a poor guide to what you will pay.
Setting a Sensible ChatGPT Ads Test Budget
A sensible test budget is one large enough to produce a readable number of clicks and leads over the test period, not one sized to the platform minimum. The minimum daily budget tells you what OpenAI will accept. It says nothing about what will produce evidence you can act on.
We set the figure in a written assessment before anything is spent, working from your category, the conversations your buyers have and what a qualified lead is worth to your business. The budget is set in pounds with the dollar budget and the exchange rate recorded. Spend is paid directly to OpenAI and the test runs for a fixed read period of around three months, so the decision to continue, scale or stop rests on enough data to mean something.
Budget for the whole read period rather than the first fortnight. OpenAI’s results documentation says conversions take 24 to 48 hours to report, so early judgements on cost per lead are usually premature.
Our daily checks during the read period cover delivery, pacing, review status and the conversion flow, so a budget that is underspending or running faster than planned is picked up early. The reporting dashboard gives you daily visibility of spend and results between monthly reports.
Judging Value Against Google Ads and Microsoft Ads
The fair comparison between ChatGPT Ads and your search campaigns is cost per qualified lead, not CPM or CPC. A click from ChatGPT arrives after a conversation rather than a typed query, so the visitor may be earlier or later in their research than a search click. Only your own conversion data shows which. Setting a ChatGPT CPC against a Google Ads CPC tells you little on its own, as the two clicks can convert at very different rates.
Measurement has to be in place before that comparison means anything. OpenAI’s ChatGPT Ads FAQs confirm there are no cross advertiser performance benchmarks yet, so the only baseline is your own account history. We install the OpenAI pixel and Conversions API before launch, track a single primary lead event and cross check the results against your analytics and CRM, following the same principles as our approach to PPC tracking after third party cookies.
- Compare cost per qualified lead across platforms.
- Read results over the full test period.
- Report observed and modelled conversions separately.
- Check ChatGPT leads against your CRM.
- Compare raw CPC or CPM across platforms.
- Judge results in the first fortnight.
- Count modelled conversions as observed.
- Rely on platform totals alone.
The same discipline applies to Microsoft Ads, which many B2B advertisers run alongside Google. If ChatGPT Ads produces qualified leads at a cost close to your search campaigns, it has earned a place in the mix. If it does not after a fair test, the money is better spent where you already have evidence.
Reading the Numbers After Launch
Cost per lead becomes readable once conversions settle and the test has run long enough to smooth out early swings in delivery. Every month we audit the account against its own baseline and the success measure agreed at the start. The report shows spend in pounds and dollars, keeps modelled conversions apart from observed ones and always shows what your website recorded.
At the end of the read period we recommend continue, scale or stop, with the numbers behind the recommendation. Priority Pixels has delivered paid media for clients since 2016 and the same test and judge approach applies here as on every other platform we manage.

FAQs
Is there a minimum spend for ChatGPT Ads?
OpenAI sets a minimum daily budget for each campaign in Ads Manager and publishes it in pounds, dollars and euros. The large upfront commitments reported during the early US test were later reported as removed when self serve Ads Manager opened to US advertisers.
Do you pay per conversion with ChatGPT Ads?
No. A Conversions campaign is optimised towards your pixel or Conversions API events, but OpenAI bills it per valid click or per thousand impressions rather than per conversion.
Does pausing a ChatGPT Ads campaign stop spend straight away?
Not always. OpenAI says ads can keep running for up to a day after a pause and that this spend is billable, so allow for it when you plan to stop a campaign at short notice.
