Can Your Business Advertise on ChatGPT? Eligibility, Policies and What It Takes

Most businesses can advertise on ChatGPT, UK companies included, provided the business being billed is based in a country OpenAI supports and what it sells falls into a category its ad policies allow. Health services, legal services and most financial services are the main exceptions outside the US, and a short list of categories such as political content, alcohol and gambling is closed everywhere. For organisations weighing up AI assistant advertising for B2B businesses, eligibility is the first question to settle, before budget, creative or targeting.

The rules sit in OpenAI’s published ad policies and its Help Center, and they have changed several times since ads first appeared in ChatGPT earlier this year. The position below reflects those policies as they stood in September 2026.

Who Can Buy ChatGPT Ads From the UK

Any business whose billed legal entity is based in one of OpenAI’s supported countries can open an advertiser account, and the United Kingdom is on that list. OpenAI’s Ads Manager availability page sets out the countries where self serve buying is open, and larger advertisers can contact OpenAI’s ads team for sales support instead. Ads Manager is still labelled as a beta, so the rules can shift month to month.

UK users started seeing ads in June 2026. Digiday’s report on the UK launch noted that UK inventory was sold through OpenAI’s own sales team at first, with self serve Ads Manager limited to the US at that stage. Audience eligibility matters too. Ads only reach people on the Free and Go plans, so decision makers using a company Business or Enterprise licence sit outside the paid audience, and any B2B test needs to be judged with that in mind.

Categories OpenAI Allows, Restricts and Bans

OpenAI sorts advertising into three broad groups. Its ad policies name the categories eligible during the early phase as household and consumer goods, local services, travel and entertainment, plus digital products and education. Restricted categories are open to some advertisers in some markets after extra checks, and disallowed categories cannot run at all. Version 1.6 of the policy, dated 10 September 2026, states that OpenAI may decline ads that conflict with its advertising principles, business interests or competitive position.

Software is treated differently from the regulated service it supports. Financial software and tools that don’t promote financial products are permitted in most cases, and health software and infrastructure is allowed outside the US, which keeps the door open for many technology and SaaS providers selling into regulated sectors.

The disallowed list reaches further than many UK advertisers would expect. Individual job listings and housing listings are banned, so recruiters and property businesses need to check their ad concept as carefully as any regulated firm.

Why UK Healthcare, Legal and Financial Firms Face the Tightest Limits

Health, legal and financial services are where the UK position differs most from the US. In the US, OpenAI considers health and financial services case by case and accepts legal services from licensed advertisers, but outside the US its policy treats health and financial services as prohibited in most cases and bars legal services outright. A UK private clinic, law firm or independent financial adviser can’t run ChatGPT Ads today, regardless of how well established the business is.

OpenAI’s onboarding and policy troubleshooting guide breaks the position down by product type for advertisers outside the US. It’s more granular than the main policy, and it’s the reference that matters most for professional services and healthcare organisations, who often sit close to the line between a permitted software product and a restricted service.

Being shut out of the ad slots doesn’t shut a firm out of ChatGPT itself. Ads run on separate systems from the chat model and advertisers cannot shape, rank or change responses, so a healthcare or legal brand’s chance of being cited in an answer depends on organic work such as AI SEO rather than ad spend.

Conversations Where Ads Will Not Appear

An eligible advertiser still won’t appear everywhere. OpenAI keeps ads away from a long list of conversation types regardless of the advertiser’s category, and some audiences never see ads at all. Its Help Center article on ads in ChatGPT covers the audience limits, and the ad policies cover the topics.

  • Accounts identified as belonging to people under 18, based on stated age and OpenAI’s age prediction signals
  • Temporary Chats, along with the ChatGPT Atlas browser during the test
  • Paid Plus, Pro, Business, Enterprise and Edu accounts
  • Mental and personal health conversations, emotionally reliant contexts and other sensitive user journeys
  • Conversations about political content, suicide, fraud, weapons, hate or harassment, misinformation, privacy and regulated goods such as gambling or tobacco

One change from earlier versions matters for professional services advertisers. Since version 1.1 of the policy in April 2026, conversations involving medical, legal and financial advice are no longer blocked from ads automatically, so an accountancy software provider or a business consultancy can be eligible to appear next to the questions its buyers ask. People who use ChatGPT without logging in only see ads suitable for all audiences.

How OpenAI Reviews Advertisers and Their Ads

Every advertiser and every ad goes through review before delivery. OpenAI checks the advertiser through business verification and risk signals, then the creative and landing page, then the placement, mostly with automated systems backed by human oversight. Restricted categories can face enhanced verification or manual review, and an ad or landing page that can’t be reviewed is not eligible to run.

Landing pages are part of the review, so OpenAI’s crawler has to be able to reach them. OpenAI’s guidance on allowing its web crawlers explains that OAI-AdsBot validates ad landing pages for policy compliance and relevance, and pages held back by robots.txt rules, firewall settings or CAPTCHA challenges can fail validation. Login pages, documents and app store links can fail in the same way.

Baseline standards cover misleading claims, obscenity, discrimination and any imitation of the ChatGPT interface, and the creative, image and landing page should tell a consistent story from end to end. Rejected ads can be appealed from inside Ads Manager.

UK Advertising Rules Still Apply Inside ChatGPT

Passing OpenAI’s review doesn’t take an ad outside UK regulation. The CAP Code covers online advertisements in paid-for space and paid-for search listings, and it binds advertisers, agencies and media alike. We’re not aware of any ASA ruling or guidance specific to ChatGPT Ads, but a sponsored placement shown to UK users is paid online advertising, and the UK Code of Non-broadcast Advertising should be treated as applying in full.

OpenAI’s own Advertising Terms point the same way. Advertisers warrant that each campaign complies with applicable law on claims, disclosures and promotions, so the substantiation a UK marketing team would prepare for a search or social campaign is just as necessary here. The terms bar advertisers from using OpenAI’s name or logo, or making public statements about their relationship with OpenAI, without written approval, which is worth checking before any press release or case study goes out.

What It Takes to Get Approved and Running

Approval comes down to a supported country, an eligible category, a verified business and landing pages OpenAI can review. Country is a quick check for a UK business. Category is where most questions arise, for regulated sectors and for B2B services that sit outside the named early phase categories, and verification and landing pages are a matter of preparation rather than permission.

Can UK healthcare providers advertise on ChatGPT?

Not at present. OpenAI’s ad policies prohibit health services advertising outside the US in most cases, and telehealth and online pharmacies are not allowed. Health software and infrastructure suppliers can advertise in the UK.

Are alcohol and gambling ads allowed on ChatGPT?

No. Alcohol, tobacco, vaping and gambling advertising is disallowed under OpenAI’s ad policies, along with political content and adult content. The policy notes that casino resort stays without a gambling focus may be allowed as a narrow exception.

What happens if OpenAI rejects a ChatGPT ad?

Rejected ads can be appealed from inside Ads Manager. Reviews are mostly automated with human oversight, so it’s worth checking the ad copy, image and landing page against the policy and confirming OpenAI’s crawler can reach the page before appealing.
