Facebook Ad Account Disabled and How to Appeal

Disabled Facebook ad account warning icon

A Facebook ad account disabled by Meta stops every campaign it runs. The notice that arrives with it rarely explains much beyond the type of problem. Requesting a review straight away feels like the obvious move, but a rushed appeal on an account with an unpaid balance, an unverified business or ads that still break the rules is unlikely to succeed. Organisations in health, finance and other controlled sectors face the closest scrutiny, which is why account health sits at the centre of Meta advertising for regulated businesses.

The sections below follow the order that rules out the simplest causes first. They start with what the restriction covers and why Meta applies it, then work through payments, identity, business verification and the review itself, finishing with how to keep a reinstated account in good standing.

What It Means When Meta Disables an Ad Account

A disabled ad account is one of several advertising restrictions Meta can place on a business. It means the account, its ads and some of its advertising assets stop working. Meta’s guide to advertising restrictions explains that restrictions can apply to a business portfolio, an ad account, a Page or the personal profile of the person advertising, with a different effect at each level.

Not every restriction is a full shutdown. The same guide lists lighter measures such as a daily spending limit, a lower payment threshold or the loss of some payment and advertising features, which Meta may apply while it investigates unusual activity.

Restricted asset What Meta says happens
Business portfolio The portfolio is not allowed to advertise
Ad account The ad account, its ads and some of its advertising assets are disabled
Page The Page is not allowed to advertise
Personal profile The person cannot advertise or create new ads. Ad accounts where they are the only user may also be disabled

The level matters because it changes who can act on the problem. When only one person’s profile is restricted, other members of the business portfolio, ad account or Page may still be able to advertise while that person works through their own case.

Timing matters as well, because a disabled account does not stay recoverable indefinitely. Meta’s page on how to troubleshoot a disabled or restricted account warns that an ad account disabled for a policy violation which stays ineligible for reinstatement for six months can lose unused prepaid services where the law allows. After that point it cannot be reinstated.

Why Facebook Ad Accounts Get Disabled

Meta restricts ad accounts in four main situations, which are policy breaches, suspected hacking, missing security settings and unusual payment activity. Its list of common advertising policy violations adds that evading review, or close links to networks of accounts that break the rules, can lead to restrictions on their own.

Policy

Advertising Standards

Ads that severely or repeatedly break the Meta Advertising Standards can lead to restrictions on the business portfolio, ad account, Page or user account. Meta’s review looks at the images, text, targeting and landing page of each ad.

Security

Compromised Accounts

Meta may restrict a business portfolio or its assets when it suspects they have been hacked. Unfamiliar admins, new payment methods or ads nobody on the team created are the signs to investigate first.

Security

Two Factor Authentication

Users of a business portfolio that is more than 90 days old may need two factor authentication turned on. Without it, Meta may restrict access to Meta Business Suite tools until it is set up.

Billing

Payment Activity

High rates of failed or disputed payments count as unusual activity in Meta’s guidance. A single failed payment also pauses ads and disables the account until the balance is paid.

Evading enforcement deserves particular care because it is easy to trigger by accident. Meta gives opening new ad accounts to repeat violations after a disablement as an example, so starting again in a fresh account tends to make the position worse rather than better.

Matching the notice to one of these causes narrows the work before anything is submitted to Meta. A review request that does not address the actual cause uses up one of a limited number of attempts.

Check the Account Status in Business Support Home

The first practical step is to open Meta Business Support Home, which is where Meta shows the status of each business portfolio, ad account and Page alongside the actions available. Meta’s overview of Business Support Home describes it as the central place to monitor and resolve issues with the Advertising Standards and other policies, while the Advertising Standards themselves still refer to this area by its older name, Account Quality.

In the account overview, the Outstanding tab under Recent account issues lists current problems and the actions you can take, while the Resolved tab shows issues that have been closed. Selecting an account opens its details, including the What you can do section that every later step in the process relies on.

The same overview lets you check whether an email, text or call claiming to be from Meta is genuine. A disabled account makes any message promising a quick fix more tempting, so confirming the contact there before sharing logins or payment details is a sensible habit.

Fix Payment Problems Before Anything Else

A failed payment is the simplest cause to fix, because Meta disables the ad account until the amount due is paid rather than treating it as a policy breach. Meta’s guide to fixing a failed payment issue says ads pause when the payment method fails and no further charges are taken until the balance is settled.

To pay the balance, go to Billing and payments, select the ad account, open Payment methods and choose Pay now with an existing or new payment method. Accounts set up to use available funds rather than automatic billing can be topped up through Add funds instead, although Meta notes the account may take a little while to return to a good state.

Tip

Before adding a card, check that it is set up for online payments, has a security code and will not expire before the next charge. Meta also limits how many ad accounts can share one payment method, so a card already attached to several other accounts can be refused.

Once the balance is paid or enough funds are added, Meta resumes active and scheduled ads and tries to make up lost time against the original campaign dates and budgets. If ads stay paused after payment, the account may have reached its daily spending limit, which is a separate setting from the failed payment itself.

When payment is the only problem, Meta’s guidance points to paying the balance rather than requesting a review. Keeping review requests for genuine policy disputes protects a limited number of attempts.

Confirm Your Identity and Secure the Account

In most cases Meta asks advertisers to confirm their identity before it reinstates a restricted account. The request appears in the What you can do section of Business Support Home. The confirmation can involve the email address on the account, a mobile number for a text message, a photo of an ID such as a passport or driving licence and the payment method linked to the account.

Where Meta notices unusual behaviour, it may instead ask for verification steps such as securing the account, confirming a link sent to the portfolio’s email address and getting approval from someone with full control of the business account. Some confirmation processes have to be completed within a set time once started, so gather the documents before beginning.

Turning on two factor authentication for every person with access closes one of the listed causes and protects the account while the case is open. The National Cyber Security Centre’s guidance on setting up two step verification explains that it makes it harder for criminals to get into online accounts, even when a password has been stolen.

Review who has access to the business portfolio at the same time. Former staff, old agencies and unknown users are worth removing, because a compromised profile attached to the portfolio can trigger the same restrictions again.

Verify the Business Portfolio

Business verification proves to Meta that the portfolio belongs to a real organisation. It also unlocks certain advertising, developer, billing and spending features. Meta’s steps to verify your business in Meta Business Suite start in Security Centre. Only someone with full control of the business portfolio can begin the process.

The legal business name, address, phone number and website you enter must exactly match the details of the legal entity. The website must also load over a secure HTTPS connection. For a UK company, checking the registered name and address on the public register of company information before starting avoids a mismatch that leads to a request for official documents.

Meta then asks you to confirm the connection by email, phone, text message, WhatsApp message or domain verification. A decision can take up to 14 working days and editing the business details afterwards means completing verification again, so the details should be right first time.

Accuracy matters for another reason too. Meta states that false or misleading details, or an attempt to verify a business you are not authorised to represent, can lead it to block verification, remove verified status or take further action on the account.

How to Request a Review of a Disabled Ad Account

A review is requested from Business Support Home by an admin on the account. It makes sense to wait until the cause has been fixed before sending one. Meta’s instructions to request a review if you are restricted from advertising set out four steps and say the review is typically completed in 48 hours, although some take longer.

  1. 1

    Open Account Status

In Business Support Home, select Account status overview in the left menu. Each restricted asset appears in the overview.

  2. 2

    Select the Account

Choose the restricted ad account, business portfolio or Page. Its details open with the What you can do section.

  3. 3

    Request Review

Select Request review in the What you can do section. You need to be an admin on the account to see it.

  4. 4

    Complete the Steps

Follow the steps on screen and submit the request. Meta then reviews whether the restrictions should apply.

If Meta decides the restriction should stand, it remains in place and the account stays blocked. If it decides otherwise, the restriction is removed and the account is reinstated, but ads that were running before do not restart on their own and need turning back on in Meta Ads Manager.

Meta allows only a limited number of advertising restriction reviews. Once a review is complete the decision is final. It also states that asking for a review does not harm your standing with the company, so the risk lies in wasting an attempt rather than in asking at all.

What to Check Before You Submit an Appeal

Before submitting, check every live and recent ad against the rules, because Meta reviews the ad content, targeting and landing page as well as the account. The checklist below covers the areas Meta’s own guidance names.

  • Every ad and landing page reviewed against the Advertising Standards, including any restricted categories that apply to the sector
  • The balance paid and a valid payment method on file
  • Identity confirmed and two factor authentication turned on for every user
  • Business details matching the legal entity, with verification complete where Meta asks for it
  • Unknown users, admins and payment methods removed from the business portfolio
  • No new ad accounts opened to replace the disabled one

Regulated sectors carry an extra layer, because Meta’s rules sit alongside UK advertising rules. The CAP Code, the UK rule book for advertising outside broadcast media, must be followed by all advertisers, so an ad that breaches it is a weak position to appeal from even when Meta’s own wording seems less strict.

Healthcare providers face some of the tightest limits, covering personal health, prescription medicines and addiction treatment. Our guide to Facebook ads for healthcare providers covers how those rules shape campaigns before they reach review.

Keep the Account in Good Standing After Reinstatement

Ad account health checklist icon

Keeping a reinstated account healthy means repeating the checks that fixed it on a schedule, rather than waiting for the next shutdown. Business Support Home shows outstanding and resolved issues across a chosen date range, so a regular look catches warnings before they turn into restrictions.

A routine account review also picks up the slower problems, such as an expiring card, a former employee who still has admin access or a landing page that changed after its ad was approved. The Facebook Ads optimisation checklist covers the campaign side of the same routine, from Special Ad Categories to landing pages and lead forms.

If an appeal is rejected, the ad account cannot be reopened through another review. Opening replacement accounts risks further restrictions for evading enforcement. The realistic next step is to check which people and assets remain unrestricted in Business Support Home and to fix the underlying cause before any further advertising.

A Priority Pixels Meta Ads audit reviews an existing account’s campaign structure, audience performance, conversion tracking and compliance.

For teams weighing outside support, the guide to choosing a Meta Ads agency sets out the questions to ask about sector experience and account management. Asking how an agency handles advertising restrictions in regulated industries is a sensible place to start.

FAQs

How long does a Meta review of a disabled ad account take?

Meta’s Business Help Centre says most reviews of a restricted advertising account are completed within 48 hours, although some take longer. Ads that were running before the restriction do not restart on their own, so they need switching back on in Meta Ads Manager once the account is reinstated.

Can you open a new ad account if the old one is disabled?

Meta treats new ad accounts created to repeat violations after a disablement as an attempt to evade enforcement. That can lead to further restrictions on the business portfolio, Page and user account, so fixing the cause and requesting a review on the original account is the safer route.

Why does a failed payment disable a Facebook ad account?

When the payment method behind an ad account fails, Meta pauses the ads and disables the account until the amount due is paid. Paying the balance in Billing and payments, or adding a valid payment method, can return the account to a good state without a policy review.

Does a disabled ad account stop everyone in the business portfolio advertising?

The answer turns on which asset Meta restricted. A restricted business portfolio cannot advertise at all, while a restriction on one personal profile stops that person and can disable ad accounts where they are the only user. Other members of the portfolio, ad account or Page may still be able to advertise in that case.
